This is the reason that other waterways have to charge more for their equivalent of a river toll - they have lots of them! The change in Broads navigation tolls seems ill considered with a lack of consultation. Toll income amounts to around 50% of BA income - so they can't afford to get it wrong. An ill managed authority utterly dependent on a single control freak.
